Meet our Executive Director Louise Seeba
Louise Seeba was appointed Executive Director of the St. Paul Public Housing Agency (PHA) in April 2024. She previously served as the PHA’s General Counsel and Deputy Director for a combined 12 years. Louise is just the third Executive Director in the PHA’s 47-year history, and the first woman to hold the position.
Before joining the PHA, Louise served as a Senior Assistant City Attorney for the City of Saint Paul from 2004 to 2012, where she was lead counsel on numerous Fair Housing lawsuits with nationwide significance. She was elected to and served a four-year term on the Saint Paul Public School Board from 2012 to 2016. Prior to her years in public service, she worked as an attorney in private practice from 1999 to 2004, where she primarily represented municipal bodies.
Continuing the PHA’s national leadership role, Louise serves on the boards of both PHADA and CLPHA and participates in HDLI industry meetings.
While PHA Deputy Director, Louise helped prepare and lead the Agency through a RAD conversion that secured stable, long-term funding (Project-Based Rental Assistance/PBRA) for most of the PHA’s housing inventory, replacing the variable and uncertain subsidies in traditional Public Housing.
Louise also successfully guided the Agency through continued operations during the COVID-19 crisis, including rent recovery efforts.
Ms. Seeba holds a Bachelor of Science in Management Information Systems, and a minor in Economics from Rensselaer Polytechnic Institute, and a Juris Doctor from Albany Law School.
